REQUEST FOR BIDDERS Double Track Project 2
The Northern Indiana Commuter Transportation District (NICTD) is seeking sealed bids from qualified contractors for DT Project 2. DT Project 2 is one of five construction projects comprising NICTD’s Double Track or DT Project and is the work relating to construction of a parking garage, stationhouse and retail space in Michigan City, Indiana in accordance with the bid packet as described in the Contract Documents. Capitalized terms are defined in the Contract Documents and Instructions to Bidders on NICTD’s Plan Room Website.
SSI: By law, transit agencies such as NICTD are required to protect sensitive security information (“SSI”). SSI is any information whose disclosure may compromise the security of the traveling public, transit employees or transit infrastructure. Protecting SSI means restricting its distribution and controlling access to it. Only persons with a “need to know” may access SSI.
The Instructions to Bidders and Contract Documents and attachments thereto, or other information furnished by NICTD, including any addenda issued in connection with this bid packet shall constitute the procurement documents (“Procurement Documents”). The Procurement Documents that do not contain SSI are available to potential bidders on the NICTD Plan Room Website at http://www.nictdplanroom.com (“Plan Room Website”).
Some of the Procurement Documents may contain SSI. Because NICTD must restrict access to and distribution of SSI, any Procurement Documents containing SSI shall be maintained in a separate, secure share file location on the Plan Room Website. For access to these SSI designated materials on the Plan Room Website, a non-disclosure agreement (“NDA”), which addresses the appropriate handling, storage, use, reproduction, transmittal and destruction of SSI, is required to be executed and returned to NICTD. Potential bidders for DT Project 2 that execute the NDA and agree to be bound by its terms are considered entities with a “need to know” this SSI.
Procurement Documents NOT containing SSI are available electronically and may be accessed without an executed NDA. Procurement Documents containing SSI will only be released to those executing an NDA. All potential bidders and their team members must execute an NDA prior to accessing documents that contain SSI. NICTD reserves the right to evaluate all potential bidders and team members to confirm they are qualified to access SSI.
The required NDA is available for download now on the NICTD Plan Room Website. Potential bidders are encouraged to access this website to retrieve the NDA. Executed NDAs may be delivered in person or sent by mail to the address below. Executed NDAs may also be scanned and e-mailed to the NICTD procurement contact, Anthony Siegmund, Purchasing Manager, at the following email address: tony.siegmund@nictd.com.
Bids must be submitted as stated in the Instructions to Bidders.
Bids will be received not later than 2:30 P.M., local time, Friday, April 9, 2021 as stated in the Instructions to Bidders.
The bid opening will be held virtually. Information to participate in this meeting can be found in the Instructions to Bidders. NICTD’s Disadvantaged Business Enterprise (DBE) participation goal for this project is seventeen percent (17%) of the bid price. Bidders are required to make good faith efforts to meet or exceed NICTD’s goal.
NICTD will award the Construction Contract for DT Project 2 to the lowest responsive and responsible bidder in accordance with the Instructions to Bidders and Applicable Law. NICTD reserves its rights as stated in the Instructions to Bidders and under Applicable Law.
