GARY, Ind. (AP) — A new mayor four years ago made a pledge that had been heard before about northwestern Indiana’s largest city: that it was time to clean up the trash and rubbish around Gary.

Rudy Clay said when he took over the mayor’s office in April 2006 tired of the city’s boarded-up buildings and the downtown “looking like burned-out Berlin.”
