MICHIGAN CITY — Faye Moore no longer dreads opening her monthly NIPSCO bill. For August, when air conditioning sent many people’s electric bills soaring, hers was $21.

“I was paying $151 a month on the budget plan, but my July bill was $50 and August was $21,” the Michigan City resident said.
